holocron plugin create <slug> <vendor> [--capability <key>] [--token-env <name>] [--vendor-env <name>] [--base-url <url>] [--no-verify]Generates the full scaffold for a new Holocron plugin package. If --capability, --vendor-env, or --base-url are omitted, the CLI prompts interactively.
